"The minister shall, in consultation with the council and employers’ organisations, determine the quota of persons with disabilities workforce for employers, and by statutory instrument publish the agreed quota at least once in every two years.”

Background: Uganda boasts a burgeoning youth demographic, among which 12.4% are people with disabilities (UBOS, 2016). Despite having robust policies and ratifying international instruments, many people with disabilities still struggle to access the rights and provisions outlined in these instruments, notably Article 27 of the UNCRPD, Article 40 of the constitution, and various Sustainable Development Goals (SDGs), with particular emphasis on SDG 8: Decent work and economic growth.

Since 2002, through the affirmative scholarship scheme, approximately 1,400 graduates with disabilities have transitioned from universities into the workforce. However, many still face uncertainty in securing employment (Light for the World, 2019). Article 9(6) of the Uganda Persons with Disabilities Act, 2020 addresses the Disability Quota system, renewing hope for many young people with disabilities. Unfortunately, this promise appears to be a dead promise as nearly fifteen years since efforts began to implement Disability Employment Quota system have passed without success. We believe it is right time for young people with lived experiences to step forward and be part of the solution.

Project Description: The primary objective of the DEQ policy dialogue series is to convene key stakeholders, including government representatives, and employers to dialogue with young people with disabilities, in order to answer the questions: What is delaying or preventing the establishment of the quota slots as outlined in Article 9(6) of Uganda’s Persons with Disabilities Act 2020, and what is the role of stakeholders in supporting the quota promise?

We believe achieving a nuanced understanding of the challenges, opportunities, and best practices in implementing and monitoring the quota promise requires listening to and learning from young people with disabilities who are directly affected by the issue, as they may best model the quota promise they wish to see.

Impact, Multiplier and Outcome: We envision a transformative movement-building strategy that offers unique opportunities for people with disabilities to illuminate the benefits of the quota promise through the power of deliberation and storytelling. This approach aims to amplify their voices, uncover hidden stories, raise awareness, foster empathy, inspire action, and facilitate the development of a tailored outreach and engagement framework. This framework will empower young people with disabilities to consistently contribute to and shape solutions addressing the challenges they face.
